Dear Governor Chiles:
On the behalf of Administrator Browner, I want to thank
you for your letter of February 7, 1996, in support of the Florida Department
of Environmental Protection (FDEP) proposal to participate in the Project
XL pilot program. As you suggest in your letter, we are certainly looking
for XL proposals that provide strategies for environmental protection
that are "better, smarter, faster, and cheaper" than the existing system.
We have begun to review the (FDEP) proposal and will make a decision
shortly. While we have not completed our review, the FDEP proposal shows
tremendous promise. We share your enthusiasm for Project XL and for
forging a new relationship with the State of Florida.
Given your interest in Project XL proposals submitted by companies located
in the State of Florida, you may be aware that the Berry Corporation
proposal has been selected to enter negotiation of a final project agreement.
We are also currently negotiating a final project agreement with Anheuser-Busch
for a pilot at a brewery in Jacksonville, Florida.
