Dear Mr. Worsham:

This is in response to your Freedom of Information Act Request of (January 10, 1996 or February 16, 1996) regarding EPA's Project Excellence in Leadership or "Project XL", HADCO Corporation Pilot Project and to follow up on our telephone conversation of February 21, 1996. In that conversation we agreed to fulfil your FOIA request during the week of February 26, 1996 in the following manner.

1. EPA - New England will provide a limited amount of general public information on project XL including guidelines on establishing Final Project Agreements (FPA). You will let me/us know if additional "non-HADCO" information is requested.

2. EPA - New England will provide the requested HADCO Corporation Project XL application dated July 21, 1995.

3. EPA - New England will provide all documents in our possession regarding the current position of EPA - New England or EPA HQ concerning the regulatory status or HADCO's application.

4. Since there may be HADCO related documents not in our possession at EPA - New England, we are unable to provide you with all the HADCO related documents you requested. These may be available from EPA Headquarters or other Regional Offices. We will forward your request to EPA Headquarters.
