Often the objectives of estimates for large regions (entire State) and sufficient sample sizes within subpopulations, combined with available annual funding lead to two different approaches:
Rotating Panels
- Permits annual coverage and estimate for entire State
- Build up of sample size attains precision requirements after a few years
