How To Comment

You may submit your comments through the following methods:

  1. Electronically
  2. Mail
  3. Hand Delivery/Courier
  4. Facsimile

For more details on submitting comments or if you wish to submit confidential business information, you should access the Federal Register notice issued by EPA on the proposed rule. Please ensure that your comments are submitted by June 29, 2004. Comments received after the close of the comment period will be marked "late." EPA is not required to consider late comments.

1. Electronically:

  • EDOCKET (preferred method for receiving comments):

    EPA's electronic public docket system is an "anonymous access" system, which means EPA will not know your identity, e-mail address, or other contact information unless you provide it in the body of your comment. Please note: EPA's policy is to not edit your comment, therefore any identifying or contact information provided in the body of a comment will be included in the official public docket. Submit a comment through EDOCKET.

  • E-Mail:

    Comments may also be sent by electronic mail (e-mail) to A-and-R-Docket@epa.gov, Attention Docket ID No. OAR-2002-0056. In contrast to EPA's electronic public docket, EPA's email system is not an "anonymous access" system. EPA's e-mail system automatically captures your e-mail address and includes it as part of the comment that is placed in the official public docket. Submit an email comment now.

  • Disk or CD-ROM:

    If you submit an electronic comment EPA recommends that you include your name, mailing address, e-mail address or other contact information in the body of your comment. Also include this contact information on the outside of any disk or CD ROM you submit, and in any cover letter accompanying the disk or CD ROM. This ensures that you can be identified as the submitter of the comment and allows EPA to contact you in case EPA cannot read your comment. If EPA cannot read your comment due to technical difficulties and cannot contact you for clarification, EPA may not be able to consider your comment. Please send the disk or CD ROM to:
