Final Rule
The Agency listed as hazardous two of six wastes generated by the chlorinated aliphatics industry:
- K174 - Wastewater treatment sludges from the production of ethylene dichloride or vinyl chloride monomer (EDC/VCM);
- K175 - Wastewater treatment sludges from the production of vinyl chloride monomer using mercuric chloride catalyst in an acetylene-based process.

Proposed Rule - August 15, 1999
The EPA proposed to list three of six wastes from the chlorinated aliphatics industry as hazardous wastes under the Resource Conservation and Recovery Act (RCRA), which directs EPA to determine whether certain wastes from the chlorinated aliphatics industry present a hazard to human health or the environment. The effect of listing these three wastes will be to subject them to stringent management and treatment standards under RCRA and to subject them to emergency notification requirements for releases of hazardous substances to the environment. EPA proposed a contingent-management listing approach for one of these wastes, and as one of two options for another of these wastes, such that waste generators will have the option of their waste not being listed if it is sent to a specific type of management facility.
