Chlorinated Aliphatics: August 25, 1999

1999 FRNs | 1998 ICR

Hazardous Waste Management System; Identification and Listing of Hazardous Waste; Chlorinated Aliphatics Production Wastes; Land Disposal Restrictions for Newly Identified Wastes; and CERCLA Hazardous Substance Designation and Reportable Quantities (Proposed Rule)

The EPA proposed to list three of six wastes from the chlorinated aliphatics industry as hazardous wastes under the Resource Conservation and Recovery Act (RCRA), which directs EPA to determine whether certain wastes from the chlorinated aliphatics industry present a hazard to human health or the environment. The effect of listing these three wastes will be to subject them to stringent management and treatment standards under RCRA and to subject them to emergency notification requirements for releases of hazardous substances to the environment. EPA is proposing a contingent-management listing approach for one of these wastes, and as one of two options for another of these wastes, such that waste generators will have the option of their waste not being listed if it is sent to a specific type of management facility.
