On March 26 - 27, 2014 the U.S. Environmental Protection Agency Region 6, the Texas Commission on Environmental Quality (TCEQ), State of Texas Alliance for Recycling (STAR), with support from the Border Environment Cooperation Commission (BECC) and the Rubber Manufacturers Association (RMA), partnered to develop and host a binational scrap tire workshop in El Paso, Texas.

The purpose of the workshop was “Rethink scrap tires as a resource instead of a waste". This goal of the workshop was to develop actions to effectively manage scrap tires as a binational resource in the Paso del Norte region and will serve as a model for other regions. The workshop was facilitated by STAR using the Future Search methodology. The Future Search method is a task oriented approach with all the participants working in small groups.  Workshop participants  included a diverse range of interests and expertise from the scrap tire community, including elected officials, NGOs, the tire industry, processing and recycling companies, and government officials from local, state, and federal offices.
