Public Notice: Partial Approval, Partial Disapproval and Limited Approval; Arizona Air Plan Revisions, Pinal County Air Quality Control District 2008 8-hour Ozone NAAQS

Publish Date: 05/13/2019

Summary

EPA is proposing to partially approve and partially disapprove revisions to the Pinal County Air Quality Control District (PCAQCD) portion of the Arizona State Implementation Plan (SIP). These revisions concern the District's demonstration regarding reasonably available control technology (RACT) requirements and negative declarations for the 2008 8-hour ozone National Ambient Air Quality Standards (NAAQS or “standards”) in the portion of the Phoenix-Mesa ozone nonattainment area under the jurisdiction of the PCAQCD. The EPA is also proposing a limited approval and limited disapproval of two rules PCAQCD submitted with its RACT SIP demonstration. We are proposing action on a local SIP revision under the Clean Air Act (CAA or “Act”). We are taking comments on this proposal and plan to follow with a final action.
