Public Notice: Proposed Reissuance of Four NPDES Permits in Guam

The U.S. Environmental Protection Agency, Region IX (EPA) is issuing a notice of proposed action under the Clean Water Act. EPA is proposing to reissue National Pollutant Discharge Elimination System (NPDES) permits GU0020141, GU0020087, GU0020222, and GU0020273 to four Guam Waterworks Authority wastewater treatment plants. The four wastewater treatment plants, which treat the majority of sewered domestic wastewater on Guam, are:

Northern District Sewage Treatment Plant

Route 34, Harmon Annex, Dededo, GU 96912

NPDES Permit No. GU0020141
Northern District STP is an advanced primary facility that treats approximately 6 Million Gallons per Day (“MGD”) of wastewater and discharges to the Philippine Sea south of Tanguisson Point. The facility is required to upgrade to secondary treatment.

Agaña/Hagåtña Sewage Treatment Plant

Marine Corps Drive/ Route 1, Hagåtña, GU 96932

NPDES Permit No. GU0020087
Agaña/Hagåtña STP is an advanced primary facility that treats approximately 6 MGD of wastewater and discharges to Agaña Bay between Oca and Adelup Points. The facility is required to upgrade to secondary treatment.

Agat-Santa Rita Wastewater Treatment Plant

Route 2A, Tipalao, Agat, GU 96928

NPDES Permit No. GU0020222
Agat-Santa Rita WWTP is a secondary treatment facility that treats approximately 1.6 MGD of wastewater and discharges to Tipalao Bay. The new Agat-Santa Rita facility began operations in March 2017.

Umatac-Merizo Wastewater Treatment Plant

Route 2, Merizo, GU 96915

NPDES Permit No. GU0020273
Umatac-Merizo WWTP is an equivalent to secondary facility that treats approximately 0.4 MGD of wastewater and discharges to the Toguan River that flows to the Toguan Bay. The facility is undergoing upgrades to be completed in 2019.
