Summary

EPA is issuing a notice of proposed action under the Clean Water Act to reissue a National Pollutant Discharge Elimination System (NPDES) permit AS0000027 to:

The Samoa Tuna Processors facility (the “STP facility”) is located in the village of Atu’u on the Island of Tutuila in the Territory of American Samoa. Since the STP facility ceased tuna canning processing operations in December 2016, it has discharged intermittently treated industrial wastewater (e.g., freezer condensate and equipment and dock washdowns) and stormwater runoff into the Pago Pago Harbor via the Joint Cannery Outfall that is shared with the adjacent Starkist cannery. The STP facility is currently operated by Starkist Samoa Co. and classified as a minor discharger. The proposed permit establishes discharge limits and monitoring requirements to protect applicable American Samoa water quality standards and designated beneficial uses of Pago Pago Harbor.

EPA is soliciting comments on the proposed permit. EPA will consider all comments received during the comment period before taking final action(s).
