Summary
EPA is issuing a notice of proposed action under the Clean Water Act. EPA is proposing to issue a National Pollutant Discharge Elimination System (NPDES) permit (No. AS0020028) to Pacific Energy South West Pacific, Ltd. (“Pacific Energy”) for the discharge of treated industrial wastewater and commingled stormwater runoff from the American Samoa Terminal into the adjacent Pago Pago Harbor. The American Samoa Terminal (the “Terminal”) is located at 488 Tank Farm Road, Pago Pago, AS 96799, and is owned by the American Samoa government and operated by Pacific Energy. The Terminal receives and distributes a variety of fuel types including gasoline, diesel, and A-1 jet fuel. Discharges from the Terminal consist of fuel tank bottom water draws, loading rack drainage, tank farm drainage, fuel rack drainage, hose pressure hydro test waters, truck washdowns and spills, maintenance activities, and commingled stormwater runoff.
The Terminal has three outfalls that discharge to Pago Pago Harbor: Outfalls 001, 002 and 003. Outfall 001 is not covered by this permit as stormwater runoff from a paved parking lot and other non-operational paved areas separate from industrial activities is not required to be permitted. Outfalls 002 and 003 are covered by this permit. The proposed permit establishes discharge limits and monitoring requirements to protect applicable American Samoa water quality standards and designated beneficial uses of Pago Pago Harbor.
