Public Notice: Proposed Issuance of NPDES Permit for NTUA Kayenta WWTF

Summary

EPA is issuing a notice of proposed action under the Clean Water Act. EPA is proposing to issue a National Pollutant Discharge Elimination System (NPDES) permit (No. NN0020281) to Navajo Tribal Utility Authority (NTUA) for the Kayenta wastewater treatment facility located in Kayenta, approximately 3 miles Northwest of Junction US 160 and 163 in Navajo County, Arizona, within the north central portion of the Navajo Nation.

The treatment facility currently undergoing renovation serves a population of approximately 3,600, receiving only domestic sewage with a design flow capacity of 0.88 million gallons per day. The lagoon system provides secondary treatment which consists of a headworks and pump station, four (4) facultative cells operated in series, an ultrasonic flow meter to measure the influent and effluent flows, a lift station, and a chlorine contact chamber for disinfection followed by sulfur dioxide dechlorination. The proposed permit will regulate the discharge of treated effluent from the lagoon treatment facility to Laguna Wash, a tributary to Chinle Wash, a tributary to the San Juan River.
