Public Notice: Proposed RCRA Permit Decision for Johnston Atoll

Summary

The United States Environmental Protection Agency is requesting public comment on its proposed permit decision for corrective action at Johnston Atoll. The applicant is the United States Air Force, PACAF Regional Support Center AFCEC/CZOP, 10471 20th St, Ste 348, JBER, AK 99506-2201.

No hazardous waste management units remain at the Facility. EPA's proposed decision will (1) allow the Air Force to continue investigation, media monitoring, and maintenance activities on the Solid Waste Management Units (SWMU) and Areas of Concern at the facility; (2) finalize a determination that no further action is required for three units that have achieved the clean-up standards; (3) set the clean-up standard for total and dissolved lead in groundwater for SWMU 6; (4) require the Air Force to assess several Construction Rubble Debris Areas to determine if there may have been releases of hazardous constituents from these SWMUs; and (5) require the Air Force to perform a Site Specific Ecological Risk Assessment. The proposed permit renewal will extend the permit duration for 10 years.
