Public Notice: Proposed Modification of NPDES Permit GUS040000 for Department of the Navy, Naval Base Guam

Summary

EPA is issuing a notice of proposed action under the Clean Water Act to issue a modification to the National Pollutant Discharge Elimination System (NPDES) permit No. GUS040000 for: Department of the Navy (DON), Naval Base Guam, PSC 455, Box 152, FPO AP, Guam 96540-1000.

The permittee operates the municipal separate storm sewer system serving various Department of Defense facilities on the Island of Guam, including Naval Base Guam, Apra Heights, Nimitz Hill, Naval Magazine and Naval Hospital and adjacent high school. The discharges regulated by the permit consist primarily of stormwater runoff but could also include certain specified non-stormwater discharges as well.

The permit requires development and implementation of a stormwater management program (SWMP) including various best management practices (BMPs) in accordance with a schedule that is set forth in the permit. DON has requested a permit modification that would extend the deadlines for the SWMP and BMPs by one year.

In its request for the extended deadlines, DON noted that the SWMP and BMPs are being developed via contract and the procurement process is taking longer than expected. After review of the request, Region 9 is proposing a one-year extension of most permit deadlines that are not already in effect.
