Public Notice: Trans-Cycle Industries of Ohio, LLC

This serves as a public notice for a proposed PCB Commercial Storage Facility Approval for Trans-Cycle Industries of Ohio, LLC (TCI) located at 150 Ira Bean Parkway, Richwood, Ohio.

On this page:

Background

Trans-Cycle Industries of Ohio, LLC is a facility in Richwood, Ohio. TCI performs electrical equipment decommissioning, dismantling, and recycling services for utilities and other industries. These services are performed on equipment that does not contain regulated concentrations of polychlorinated biphenyls (PCBs). For equipment received at TCI that contain regulated concentrations of PCBs (greater than 50 parts per million PCBs), TCI would like to store the equipment until it can be shipped to an approved disposal facility. TCI would be allowed to operate as a commercial PCB storage facility under the Toxic Substances Control Act (TSCA) if an approval is issued by the U.S. Environmental Protection Agency (EPA).

The EPA Approval would allow TCI to store up to 34,500 gallons of PCB liquids in Articles (transformers, capacitors, and other equipment) and containers (drums); up to 20,000 pounds of articles that were drained of their PCB liquids; and up to 80,000 pounds of PCB debris and solids at their facility in Richwood, Ohio.

EPA has determined the company has shown the operation does not present a risk to human health or the environment. The approval outlines specific conditions under which TCI must operate the facility.

EPA took comments from the public on the proposed approval for TCI located at 150 Ira Bean Parkway, Richwood, Ohio. The draft PCB commercial storage approval was open for public comment from March 14 to April 15, 2018. Copies of the draft PCB commercial storage approval and supporting documents (the TCI application and other documents) are located at the Richwood-North Union Public Library. Comments were accepted on the draft approval. Before a final decision is made, EPA will review and respond to any and all comments from the public on the proposed approval for TCI.
