Background
Spring Grove Resource Recovery, Inc. (SGRR) would be allowed to continue operating as a commercial polychlorinated biphenyl (PCB) storage facility under the Toxic Substances Control Act (TSCA) if a proposed approval is granted from the U.S. Environmental Protection Agency.
SGRR is a hazardous waste storage, treatment, and transfer facility owned by Clean Harbors. SGRR operates under a RCRA Part B permit issued by the Ohio Environmental Protection Agency. In addition, SGRR has been operating as a commercial storer of PCBs since 1990 under an interim approval from the EPA.
EPA received an updated application from SGRR for PCB commercial storage and has determined the company has shown the operation does not present a risk to human health or the environment. The proposed EPA Approval would allow SGRR to continue storing up to 10,670 gallons of PCBs in drums; up to 10,350 gallons of PCBs in a bulk storage tank; and up to 56,813 gallons in tanker trucks and rolloff boxes in three 30-day temporary storage areas. In addition, SGRR would be allowed to solidify PCB sludge and remediation waste with inert ingredients such as saw dust and clay.
Before a final decision is made, EPA is taking comments from the public on the proposed approval for SGRR located at 4879 Spring Grove Avenue, Cincinnati, Ohio.
The draft PCB commercial storage approval was open for public comment for 45 days from August 16 to September 30, 2017. Copies of the draft PCB commercial storage approval and supporting documents (i.e., SGRR application) are located at the St. Bernard Library as well as posted online (see below). Comments were accepted on the draft approval, not the supporting document.
