Background

Environmental Recycling would be allowed to continue operating as a commercial polychlorinated biphenyl (PCB) storage facility under the Toxic Substances Control Act (TSCA) if an approval renewal is granted from the U.S. Environmental Protection Agency (EPA).

Environmental Recycling operates as a commercial recycling facility. They provide packaging, transport and recycling services for fluorescent lights, mercury devices, electronic equipment, and batteries. EPA issued a PCB commercial storage approval to Environmental Recycling on January 27, 2000, with a 10-year expiration date.  Environmental Recycling sent a letter to EPA with a notice of intent to continue operating as a PCB commercial storage facility along with an updated application.  EPA allowed Environmental Recycling to continue operating as a PCB commercial storer under their current approval until the revised application could be reviewed and a new approval issued.

The EPA Approval would allow Environmental Recycling to continue storing up to 4,900 gallons of PCBs in Articles (transformers, capacitors, light ballasts, and other PCB equipment); PCB article containers; and PCB oil, PCB debris, and PCB contaminated water contained in drums or other containers at their facility in Bowling Green, Ohio. The quantity and types of PCBs to be stored at the facility are the same as in the current approval. 

EPA has determined the company has shown the operation does not present a risk to human health or the environment. The approval outlines specific conditions under which Environmental Recycling must operate the facility.

EPA took comments from the public on the proposed approval for Environmental Recycling located at 527 East Woodland Circle, Bowling Green, Ohio. The draft PCB commercial storage approval was open for public comment from March 7 to April 7, 2017. Copies of the draft PCB commercial storage approval and supporting documents (i.e., Environmental Recycling application) are located at the Wood County District Public Library. Before a final decision is made, EPA will review and respond to any and all comments from the public on the proposed approval for Environmental Recycling located at 527 East Woodland Circle, Bowling Green, Ohio.
