Background
USA Lamp & Ballast Recycling Inc., doing business as Cleanlites, Recycling Inc. (Cleanlites), would be allowed to store additional amounts of polychlorinated biphenyls (PCBs) and PCB-containing equipment, such as light ballasts, if a proposed approval is granted from the U.S. Environmental Protection Agency.
Cleanlites is a recycling facility for electrical waste including light ballasts. Some of the light ballasts received by Cleanlites contain PCB small capacitors and may also contain PCBs in their potting material (a black, tar-like substance that encapsulates the internal electrical components).
Currently, Cleanlites stores no more than 500 gallons of PCB light ballasts. EPA does not require a PCB storage approval for a facility that stores less than 500 gallons of PCBs at one time. Because Cleanlites now wants to store more than 500 gallons of PCB items, an EPA storage approval is required. Cleanlites submitted an application to EPA for an approval to commercially store up to 48 drums containing PCB light ballasts.
EPA has determined the company has shown the operation does not present a risk to human health or the environment. The approval outlines specific conditions under which Cleanlites must operate the facility.
Before a final decision is made, EPA took comments from the public on the proposed approval for Cleanlites located at 665 Hull Road, Mason, Michigan.
The draft PCB commercial storage approval was open for public comment from July 24 to August 25, 2016. Copies of the draft PCB commercial storage approval and supporting documents (i.e., Cleanlites application) are located at the Mason Library as well as posted online (see below). Comments were accepted on the draft approval, not the supporting documents.
