Summary
EPA is issuing a notice of proposed action under the Clean Water Act. EPA is proposing to issue a National Pollutant Discharge Elimination System (NPDES) permit (No. AZ0024619) to Upper Village of Moenkopi for the wastewater treatment facility located off of Highway 160, within the Moenkopi District of the Hopi Indian Reservation near Tuba City, Arizona. The facility receives domestic wastewater with a design flow capacity of 0.185 million gallons per day from the Upper Village of Moenkopi and Lower Moenkopi. The facility consists of raw screening and vortex grit removal, two parallel activated sludge sequencing batch reactor basins, an aerobic sludge digester, an effluent flow equalization basin, two tertiary sand filtration units and ultraviolet (UV) disinfection. Final treated effluent will either be piped to local farmers in the Valley for irrigation (Outfall No. 002) or kept in an effluent storage tank (Outfall No. 003) where it can off-loaded to tanker trucks to be used for dust control in the Village, with overflow to be discharged from Outfall No. 001 into Moenkopi Wash, a tributary to the Little Colorado River.
