Public Notice: Renewal of Order R8-2021-0010 and NPDES Permit CA0110604; Orange County Sanitation District Reclamation Plant No. 1, Treatment Plant No. 2, Wastewater Collection System, and Outfalls; Public Hearing and Opportunity to Comment

Summary

NOTICE IS HEREBY GIVEN THAT the California Regional Water Quality Control Board, Santa Ana Region (Santa Ana Water Board) will hold a public hearing to receive oral comments and evidence for, and consider adoption of, the renewal of State waste discharge requirements (Order No. R8-2021-0010) and the federal National Pollutant Discharge Elimination System (NPDES) permit (No. CA0110604) issued to the Orange County Sanitation District.

The Orange County Sanitation District (Facility) is a Publicly Owned Treatment Works, operating Reclamation Plant No. 1 located in 10844 Ellis Avenue, Fountain Valley, CA 92708, Treatment Plant No. 2 located in 22212 Brookhurst Street, Huntington Beach, CA 92646, collection system, and outfalls. The Facility discharges secondary treated wastewater and reverse osmosis concentrate through two ocean outfalls to the Pacific Ocean and overflow weirs to the Santa Ana River. The primary ocean outfall terminates at 4.5 miles offshore in federal waters, and the secondary ocean outfall is used only in an emergency or when essential maintenance is being performed on the primary outfall and terminates at 1.5 miles offshore in state waters. As the Facility discharges to both federal and state waters, USEPA and the Santa Ana Water Board jointly issue consolidated waste discharge requirements and the NPDES permit under 40 C.F.R. § 124.4(c)(2).

The Santa Ana Water Board will hold a public hearing to consider adoption of the proposed waste discharge requirements and issuance of the draft NPDES Permit for the Facility as follows:

This meeting will be a video and teleconference meeting only with no physical meeting location due to the COVID-19 pandemic, (Authorized by and in furtherance of Executive Orders N-29-20 and N-33- 20). Please follow the Santa Ana Water Board’s website for further updates on or after April 23, 2021.

The proposed Order (No. R8-2021-0010) and the draft NPDES Permit (No. CA0110604), related documents, and all comments and petitions received may be inspected and copied at the EPA and Santa Ana Water Board by appointment scheduled between the hours of 9:00 a.m. and 3:00 p.m., Monday through Friday. Copies of the proposed Order and the draft NPDES Permit will be mailed to interested persons upon request to Julie Song (song.julie@epa.gov) or Ryan Harris (ryan.harris@waterboards.ca.gov). Ex Parte Communications Prohibited: As a quasi-adjudicative proceeding, no board member may discuss the subject of this hearing with any person, except during the public hearing itself. Any communications to the Santa Ana Water Board must be directed to staff.
