Summary
EPA is issuing a notice of proposed action under the Clean Water Act. EPA is proposing to issue a National Pollutant Discharge Elimination System (“NPDES”) permit renewal (No. NN0020800) to U.S. Department of the Interior - Bureau of Indian Affairs (“BIA”) for the Nenahnezad Community School wastewater treatment plant located off of Country Road 6675 in Fruitland, San Juan County, New Mexico, within the northern portion of the Navajo Nation.
The treatment facility is located adjacent to the school property and serves a population of approximately 525, receiving only domestic sewage from the school compound with a design flow of 0.023 million gallons per day. The facility is an extended aeration package plant equipped with ultra-violet disinfection. The proposed permit will regulate the discharge of treated effluent from the plant into Bitsui Wash, a tributary to San Juan River. This wash is reportedly perennial and sourced by overflow from an irrigation canal and possibly a natural seep.
