Public Notice: Mobil Oil Mariana Islands Inc., Saipan Terminal Title V Operating Permit

Summary

The Region 9 office of the United States Environmental Protection Agency (EPA) requests public comment on a draft Operating Permit for Mobil Oil Mariana Islands, Inc., Saipan Terminal, a bulk petroleum products terminal located at Puerto Rico Port Drive in Tanapag Harbor, Saipan, Northern Mariana Islands.

This source is required to obtain a Clean Air Act Title V Operating Permit in accordance with 40 CFR Part 71. The permit contains all the Clean Air Act requirements that apply to the source and requires that the source conduct monitoring sufficient to enable the EPA and the public to determine whether the source is complying with the applicable air quality requirements. This proceeding is subject to the administrative requirements of 40 CFR 71.11.

A copy of the draft permit prepared by the EPA, the statement of basis for the draft permit, the application, and all supporting materials submitted by the source are available for review by the public at the following locations:

Pursuant to 40 CFR 71.11(f), the EPA shall hold a Public Hearing if the Regional Administrator finds, on the basis of requests, a significant amount of public interest in a draft permit. Requests for a Public Hearing must contain the reasons for requesting a hearing. If a Public Hearing is granted, a public notice stating the date, time and place of the hearing will be made at least 30 days prior to the hearing and the comment period will be extended through the hearing date.
