A legal ad to be published in the Marianas Variety News on Tuesday, November 13, 2018, Pacific Standard Time (PST), which is Wednesday, November 14, 2018, Chamorro Standard Time (ChST), will announce the EPA’s proposal to issue the Title V permit. All comments upon or objections to the draft permit and requests for a Public Hearing must be sent or delivered to Shaheerah Kelly at the address shown at left by December 13, 2018, PST, which is December 14, 2018, ChST. An extension of the 30-day comment period may be granted if the request for an extension adequately explains why more time is required to prepare comments. All comments received prior to the end of the public comment period and all comments made during a public hearing will be considered in arriving at a final decision on the permit. The final permit is a public record that can be obtained upon request. A statement of reasons for changes made to the draft permit and responses to comments received will be sent to all persons who commented on the draft permit.

If you believe any condition of the draft permit is inappropriate or that our initial decision to deny an application, terminate a permit, or prepare a draft permit is inappropriate, you must raise all reasonably ascertainable issues and submit all reasonably ascertainable arguments supporting your position by the end of the comment period.

Summary

The Region 9 office of the United States Environmental Protection Agency (EPA) requests public comment on a draft Operating Permit for Mobil Oil Mariana Islands, Inc., Saipan Terminal, a bulk petroleum products terminal located at Puerto Rico Port Drive in Tanapag Harbor, Saipan, Northern Mariana Islands.

This source is required to obtain a Clean Air Act Title V Operating Permit in accordance with 40 CFR Part 71. The permit contains all the Clean Air Act requirements that apply to the source and requires that the source conduct monitoring sufficient to enable the EPA and the public to determine whether the source is complying with the applicable air quality requirements. This proceeding is subject to the administrative requirements of 40 CFR 71.11.

A copy of the draft permit prepared by the EPA, the statement of basis for the draft permit, the application, and all supporting materials submitted by the source are available for review by the public at the following locations:

Pursuant to 40 CFR 71.11(f), the EPA shall hold a Public Hearing if the Regional Administrator finds, on the basis of requests, a significant amount of public interest in a draft permit. Requests for a Public Hearing must contain the reasons for requesting a hearing. If a Public Hearing is granted, a public notice stating the date, time and place of the hearing will be made at least 30 days prior to the hearing and the comment period will be extended through the hearing date.
