Notice of Opportunity to Comment and Board Meeting for Discharge Permit
City and County of San Francisco Oceanside Water Pollution Control Plant, Wastewater Collection System, and Westside Recycled Water Project

EPA and the Board have prepared a draft National Pollutant Discharge Elimination System permit (CA0037681) (PDF) Exit for the above discharger in accordance with the Clean Water Act (CWA) and Porter-Cologne Water Quality Control Act. The discharger treats and discharges wastewater and stormwater into federal and state waters of the Pacific Ocean. The sludge from the facility is anaerobically-digested onsite and hauled to a landfill or land-applied.
The Board will consider adopting the draft permit during a meeting to commence at 9:00 a.m. on August 14, 2019, in the Auditorium at 1515 Clay Street, Oakland. Interested persons are invited to express their views at this hearing. The Board intends that issuance of this NPDES permit will serve as certification of the permit under CWA section 401.
Pursuant to California Code of Regulations Title 23 section 2050(c), any party who challenges the Board’s action through a petition to the State Water Resources Control Board under Water Code section 13320 will be limited to raising only those substantive issues that were raised before the Board at the hearing or in timely submitted correspondence. When a final permit is issued, it will become effective at least 33 days following the date it is mailed to the permittee, unless a request for review is filed. Persons filing a request for review must have filed comments on the draft permit or participated in the public hearing, except as provided for by 40 C.F.R. section 124.19.
