Analysis of the Proposed Clean Power Plan

On June 2, 2014, EPA proposed the Clean Power Plan. EPA analyzed the proposal using IPM (v5.13).

Supplemental Documentation for the proposed Clean Power Plan

To learn more about several modeling assumptions used as part of EPA's analysis of the Clean Power Plan (Carbon Pollution Guidelines for Existing Electric Generating Units) using the EPA v5.13 Base Case using Integrated Planning Model (IPM), see the EPA v5.13 Supplemental Documentation for the proposed Clean Power Plan.

This supplemental documentation complements more comprehensive modeling documentation available at EPA's Base Case v5.13 using IPM.

IPM Run Files

Download IPM run files for the proposed Clean Power Plan analysis using the links in the table below. Click on the IPM run name in the first column of the table below to download a file. The files are posted in one of two formats, a zipped archive or an excel spreadsheet, and contain the following:

  • More detailed information on the modeling framework, specific scenarios, assumptions, and other important details of the analysis can be found in the Regulatory Impact Analysis that accompanies the proposal.

  • Detailed IPM input and output files (i.e., .DAT, System Summary Report, .RPE, .CAR, and TAC files) for the listed runs. Review the Guide of IPM input and output files.

IPM Run Name IPM Run Description
EPA Base Case for the proposed Clean Power Plan (ZIP)(103 MB) Base case model run, including the national Title IV SO2 cap and trade program; NOx State Implementation Plan (SIP) Call regional ozone season cap and trade program; Mercury and Air Toxics Rule (MATS); the Clean Air Interstate Rule (CAIR); and settlements and state rules through 2013 impacting SO2, NOx, directly emitted PM, and CO2. This scenario represents conditions without the proposed Guidelines.
Option 1 - Regional (ZIP)(107 MB) Illustrative Regional compliance scenario for Option 1.
Option 1 - State (ZIP)(108 MB) Illustrative State compliance scenario for Option 1.
Option 2 - Regional (ZIP)(108 MB) Illustrative Regional compliance scenario for Option 2.
Option 2 - State (ZIP)(108 MB) Illustrative State compliance scenario for Option 2.
Block 1 & 2 - Regional (ZIP)(108 MB) Illustrative Regional compliance for the two building block approach.
Block 1 & 2 - State (ZIP)(108 MB) Illustrative State compliance for the two building block approach.

Note: On 6/12/14, EPA revised the state emission summary tables for each scenario above to correctly reflect CO2 emissions associated with generation from landfill gas and municipal solid waste, and also to summarize emissions from fossil fuel-fired EGUs in Indian country. Additionally, corrections were made to the "EnvironmentalMeasures" RPT file for the "Block 1 & 2 - State" scenario.
