This final report presents results from a state and local air agency focus group on emissions inventories completed in 2010.  The report includes focus group recommendations on actions that can be taken by state and local air agencies in developing local-scale emissions inventories.  Local-scale emissions inventories are often needed for State Implementation Plan (SIP) development. Recommendations included how to identify key sources in a planning area and methods for inventory improvement.
