Title:
Innovative Methods to Estimate the Benefits of Improving Air Quality

Office:
Office of Air and Radiation, Office of Air Quality Planning and Standards, Health and Environmental Impacts Division, Risk and Benefits Group

Mission:
The mission of the Office of Air Quality Planning and Standards (OAQPS) is to preserve and improve air quality in the United States. As a national EPA headquarters office located in Research Triangle Park, North Carolina, OAQPS compiles and reviews air pollution data; develops regulations to limit and reduce air pollution; assists states and local agencies with monitoring and controlling air pollution; makes information about air pollution available to the public; and reports to Congress on the status of air pollution and the progress made in reducing it. The Risk and Benefits Group supports this mission by conducting risk and exposure assessments as well as health, ecological, and visibility benefits assessments for air pollution regulations.

Overview:
While the human health and ecosystem benefits of improving air quality are generally regarded to be substantial, the process of estimating those benefits is controversial and technically complex. In addition, the academic literature regularly generates new data and techniques that could be incorporated. During this project, the fellow will explore innovative methods for estimating human health, ecological, and visibility benefits. Such research could focus on: (1) developing methods to estimate new categories of air quality benefits that have previously not been quantified or valued, (2) new epidemiological studies or economic valuation studies that have not yet been considered, (3) new approaches to estimate ecosystem benefits, (4) new approaches to estimate visibility benefits, or (5) new approaches to estimate the baseline incidence of certain adverse health effects.

Goals:
The fellow can expect to increase his or her knowledge of health science, environmental science, microeconomics, air quality modeling, policy analysis, and the regulatory process. Research completed under this fellowship could be applied to a Master's thesis or Ph.D. dissertation. When the project is complete, the fellow will have accomplished one or more of the following: (1) developed methods to estimate new categories of air quality benefits that have previously not been quantified or valued, (2) identified new epidemiological studies or economic valuation studies that have not yet been considered, (3) identified new approaches to estimate ecosystem benefits, (4) identified new approaches to estimate visibility benefits, and (5) identified new approaches to estimate the baseline incidence of certain adverse health effects.

Final Product:
The fellow will develop a final report and presentation that summarizes his or her findings.
