Notice of Data Availability (NODA) - CAIR FIP CSP Allocations

EPA is administering, under the Clean Air Interstate Rule (CAIR) Federal Implementation Plan (FIP), the Compliance Supplement Pool (CSP) for the states of Delaware, Louisiana, Maryland, Pennsylvania, and Wisconsin under 40 CFR 97.143. The CSP is a one-time-only allocation made to CAIR-affected units whose owners have made early NOX reductions in 2007 and 2008 or have demonstrated that compliance with the CAIR NOX Annual Trading Program requirements in 2009 would create an undue risk to the reliability of electricity supply in 2009.

EPA is publishing a NODA in the Federal Register for CAIR FIP CSP allocations and denial of allocations so that the public has an opportunity to review (1) the data upon which the allocations or denial of allocations was based, (2) the allowance allocation calculations, and (3) the allocations and denial of allocations. A technical support document in an Excel file format, contains all of the aforementioned data for all the CAIR units whose owners and operators requested CSP allocations for CAIR units in the states listed above, and is also appended below.
