San Joaquin (City of) Wastewater Treatment Facility
EPA is considering awarding $485,000 of federal grant funds to the City of San Joaquin (City) to expand the capacity of their wastewater treatment facility (WWTF) from 0.252 million gallons per day (mgd) to 0.50 mgd. The treatment process will be changed from an aerated basin with sedimentation and percolation/evaporation ponds to a fine bubble system with integrated clarifier and percolation/evaporation ponds. The City is required to expand the WWTF to meet the Waste Discharge Requirements for the facility adopted by the Central Valley Regional Water Quality Control Board for both capacity and quality of treated effluent. The proposed system will achieve the removal of biochemical oxygen demand (BOD5) and total suspended solids (TSS) needed to comply with the Waste Discharge Requirements. The WWTF must remove 80% or attain an effluent concentration of 40 mg/l (whichever is more restrictive), of both TSS and BOD5.
This notice announces the availability of the EA and draft Finding of No Significant Impact (FONSI) for public review and comment.
