Newcastle Sanitary District Wastewater Project

Public Notice for the Draft Finding of No Significant Impact

The County of Placer received an appropriation from the United States Environmental Protection Agency (EPA) to fund a wastewater treatment plant closure and pipeline project. The purpose of the Proposed Project is to decommission the existing Newcastle Sanitary District (NDS) Wastewater Treatment Plant (WWTP) and to contribute to the regionalization of wastewater treatment by annexing the NSD service area into the South Placer Municipal Utility District (SPMUD) service area and conveying wastewater flows for treatment to the Regional Dry Creek Wastewater Treatment Plant (RDCWWTP). Implementation of the Proposed Project would enable NSD to reduce the risk of environmental damage from the old and inefficient treatment processes and facilities at the NSD WWTP. The current WWTP experiences inflow and infiltration that results in high utilization of the treatment ponds. Closure of the WWTP would also contribute to the regionalization of wastewater treatment within NSD and southern Placer County. Additional water resources would be made available through the treatment and reuse of wastewater at the RDCWWTP.

In compliance with the National Environmental Policy Act, EPA has prepared an Environmental Assessment (EA) that examines the potential environmental impacts of the wide range of regulatory, environmental (both natural and human), and socioeconomic factors, the EA did not identify any significant impacts from the implementation of the this project.

Interested persons, including those who disagree with this proposal may submit comments to EPA Region 9 within 30 calendar days from the date the EA is issued. No administrative action will be taken on this proposed project prior to the expiration of the comment period which ends June 13, 2009.
