Stage 2 Disinfectants/Disinfection Byproducts Stakeholder Review

Under the Federal Advisory Committee Act (FACA) EPA negotiated recommendations for the M-DBP rules. The FACA met from March 1999 to September 2000. FACA members represent a wide range of interest groups including, public health advocates, water utility representatives, and consumer advocates. At the conclusion of the negotiations, FACA members signed an Agreement in Principle that details their recommendations to EPA.

EPA has carefully considered these recommendations and is now requesting comment from interested parties on whether the pre-proposal draft of the Stage 2 DBPR preamble and rule language reflects the recommendations contained in the Stage 2 M-DBP Agreement in Principle. A draft Initial Distribution System Evaluation guidance manual is also included for review to determine if it contains adequate guidance on how to conduct an IDSE. Reviewers are also encouraged to identify rule-related issues that EPA should request comment on during the public comment period following proposal. This draft is not being distributed for public comment on the need for this rule or appropriateness of specific rule requirements. EPA does not intend to formally respond to any comments on this draft. Interested parties will have an opportunity for such comments during the public comment period following proposal in 2002.
