Measure Definition

NOTE: New measure under development for 2010, new measure definition will follow acceptance of proposed measure.

The baseline is the number of currently exceeded water quality standards in impaired transboundary segments of U.S. surface waters as defined, identified, and evaluated for the United States in the Clean Water Act Sec. 305(b) reports. Cumulative starting in FY 2007, this measure refers to a reduction in the number of currently exceeded water quality standards in impaired transboundary segments of U.S. surface waters.

Measure Language: Number of additional homes provided safe drinking water in the U.S.-Mexico Border area that lacked access to safe drinking water in 2003.

Measure Definition

Terms and phrases: U.S.-Mexico Border area is the 100km area North and South of the U.S.-Mexico border.

Methodology for computation of results: Measure results are calculated based project completions that increase the number of households that are provided access to safe drinking water through first-time household connections or treatment improvements that address primary drinking water quality standards violations.

Units: Connections. “Connections” are the number of existing households that are provided access (i.e., connected) to safe drinking water as a result of Border Environment Infrastructure Fund (BEIF)-supported projects, and are based on projects completed in a given fiscal year.

Universe: The known universe is the number of existing households in the U.S.-Mexico border area lacking access to safe drinking water in 2003 (98,515 homes).  The known universe was calculated from U.S. Census and the Mexican National Water Commission (CONAGUA) sources.

Measure Language:  Number of additional homes provided adequate wastewater sanitation in the U.S.-Mexico Border area that lacked access to wastewater sanitation in 2003.

Units: Connections. Connections are the number of existing households that are provided access (i.e., connected) to adequate wastewater sanitation as a result of Border Environment Infrastructure Fund (BEIF)-supported projects, and are based on projects completed in a given fiscal year.

Universe: The known universe is the number of existing households in the U.S.-Mexico border area lacking access to adequate wastewater sanitation services in 2003 (690,723).  The known universe of unconnected homes was calculated from U.S. Census and the Mexican National Water Commission (CONAGUA) sources.
