Attached is the document entitled "Presentation for FIFRA Scientific Advisory Panel by Office of Pesticide Programs, Health Effects Division on FQPA Safety Factor for Infants and Children." We propose to submit this document in its present form to the FIFRA Scientific Advisory Panel for consideration at its March 24-25 meeting. As you know, this document is a significant effort to refine the thinking of the scientists within OPP's Health Effects Division and to set it forth in a manner which can be considered and reviewed by scientists and others both inside and outside the Agency. It reflects limited but meaningful input by Agency scientists outside OPP and is, we believe, now ready for more structured and wide-spread peer review.
We are very mindful that the thinking reflected in this paper is likely to be further informed, adjusted, and revised as a result of scientific peer review as well as related policy development. We expect that the process you have initiated to respond to the Administrator's and Deputy Administrator's February 25 memo will also significantly affect our program's on-going implementation of the FQPA safety factor.
We do hope and believe, however, that submission of this paper to the SAP will make a significant contribution to the Agency's on-going efforts to implement FQPA. It is also our hope that it will contribute to the public credibility and overall transparency of the chemical-specific decisions we continue to make daily pursuant to FQPA at the same time as we remain open to thorough and continued internal and external contributions to the Agency's approach to implemention of FQPA.
