Public Comment Period for Proposed Corrective Measures at 17 Sites, U.S. Army Combined Arms Center and Fort Leavenworth, Fort Leavenworth, Leavenworth County, Kansas

INTRODUCTION

The U.S. Environmental Protection Agency (EPA) Region 7 invites the public to review and comment on the proposed Corrective Measures of No Further Action for 17 sites and permit modifications at the U.S. Army Combined Arms Center and Fort Leavenworth.

The public is encouraged to review EPA’s investigation reports and other historic information regarding these sites on Fort Leavenworth. This information is available at the following locations during normal business hours:

The public comment period will start February 14, and end April 1, 2013. Written comments on the proposed corrective measures and permit modifications should be mailed or emailed no later than April 1, 2013, and should be sent to:

Responses will be provided to those individuals providing comments. Comments received will be summarized in a Response to Comments, and will be drafted at the conclusion of the public comment period and incorporated into the Administrative Record. EPA may modify the corrective measures based upon new information and comments from the public.

A public hearing is not scheduled at this time. If one is requested in writing with a statement of issues to be raised, EPA will conduct a hearing and receive both oral and written comments.

BACKGROUND

Fort Leavenworth is an active U.S. Army installation where officers are trained for staff work. Also, Fort Leavenworth provides long-term confinement for military prisoners in the United States Disciplinary Barracks. Other significant activities include coordination of combined arms collective training and the National Simulation Center. The Fort has been active since 1827.

THE CONTAMINATION

A total of 74 areas or solid waste management units (SWMUs) have been identified at the Fort Leavenworth facility. SWMUs were contaminated from historical activities that included firing ranges, burn pits, land-filling of wastes, and fuel and chemical storage/spillage. No further corrective action is proposed for these areas because contaminants have either not been detected or were detected at concentrations below residential or unrestricted use standards.

PROPOSED PERMIT MODIFICATIONS

Fort Leavenworth’s RCRA Part II Permit was most recently renewed on December 19, 2010. Since that time, multiple investigations have gathered new data and provided new information regarding nature and extent of contamination. EPA proposes the following modifications to the Permit in response to this new data:

EPA may modify the proposed corrective measures, or choose alternate or additional corrective measures, based on any new information and comments from the public.
