Hazardous Waste Storage Permit to Be Issued, Safety-Kleen Systems, Inc., Des Moines, Polk County, Iowa

INTRODUCTION

The U. S. Environmental Protection Agency (EPA) proposes to reissue a hazardous waste storage permit (Permit) under the Resource Conservation and Recovery Act to Safety-Kleen Systems, Inc. (Safety-Kleen) for its facility located at 4704 N.E. 22nd Street, Des Moines, Iowa.  This document is available to the public for review and comment.

The draft Permit is at the Des Moines Public Library, East Side Branch, 2559 Hubbell Avenue, Des Moines, Iowa.  A public comment period will be held from August 2 to September 16, 2010, to give the public an opportunity to comment on the draft Permit.

This Permit allows the Facility to continue to operate an existing hazardous waste storage facility.  The Facility is allowed to store hazardous wastes in an above ground tank unit and a container storage unit.  The Permit has conditions which require the Facility to properly operate, inspect, and maintain the storage units.  The container management unit and tank unit both have adequate secondary containment.  The Facility may accept hazardous wastes generated from off‑site customers.  The Facility is also required by this Permit to respond to or clean up any future releases of hazardous wastes or hazardous constituents that may occur at the site.

All comments must be submitted in writing and postmarked no later than September 16, 2010, and be sent to:

BACKGROUND

The Facility is located in Polk County approximately 225 feet north of the intersection of N.E. Broadway (46th Ave.) and N.E. Delaware (22nd Street), and the site is zoned for heavy industrial.  The Facility consists of a building with offices, a warehouse which includes the container storage unit, and tank farms, which include the one above ground storage tank on approximately 3.0 acres.  This Facility is a collection point for hazardous wastes generated by their customers.  All hazardous wastes are ultimately transported to a Safety-Kleen recycling facility or other properly-permitted facility.

The Permit was originally issued by EPA to the Facility on September 26, 1991, and the Facility began operation in January 1993.  The original Permit included conditions for the Facility to operate a container storage unit and two above ground storage tanks, all used for hazardous waste storage.  One tank unit has since been closed and cleaned to EPA specifications, and was removed from the Permit.

This draft Permit will be issued to allow the Facility to continue to accept hazardous waste from off-site customers.  The draft Permit includes conditions allowing temporary storage of the hazardous wastes in the container storage unit and the above ground tank unit.
