Announcing the Availability of the First Five-Year Review Report, Riverfront Superfund Site, New Haven, Franklin County, Missouri
INTRODUCTION
The U.S. Environmental Protection Agency (EPA) conducts regular five-year checkups, called five-year reviews, at Superfund sites where cleanups have been completed or are on-going.
These regular five-year reviews are required by the Superfund law [42 U.S.C. Section 9621 (c)] to make sure the site remains safe and the cleanup actions continue to protect human health and the environment. EPA has completed the first five-year review at the Riverfront site.
Site Background
In 1986, the volatile organic compound tetrachloroethene (PCE) was detected in two public-supply ground water wells owned by the city of New Haven.
Following this discovery, two new public-supply wells were installed in the southern part of the city. EPA and the Missouri Department of Natural Resources (MDNR) conducted several investigations to determine the source and extent of contamination.
EPA divided the site into six Operable Units (OUs) to facilitate remedial actions. For ease in reference, the OUs have been assigned descriptive designations to go with the operable unit numbers.
Status of Site Cleanup
EPA has implemented remedies at OUs 1, 3 and 5 and has issued a Record of Decision (ROD) which documents the remedy selections for OU4. A responsible party is conducting the RI/FS for OUs 2 and 6. When these studies are complete, EPA and MDNR will present Proposed Plans for these OUs during a public meeting in New Haven. The public will be given 30 days to submit comments on the Proposed Plans.

The First Five-Year Review
OU1 (Front Street)
The OU1 Record of Decision called for installing and operating an Advanced Remedial Technology well to capture and remove contaminants in the shallow aquifer, installing additional wells to monitor the contaminant plume, and imposing land use controls to prevent exposure to the contaminants.
The site inspection was conducted in June 2009 and the five-year review concluded that the remedy implemented at OU1 is protective of human health and the environment.
OU2 (Industrial Drive South)
The OU2 Remedial Investigation/ Feasibility Study is ongoing and the remedy has yet to be selected. OU2 is within an area already protected by a land use control which restricts future well installations.
OU3 (Old City Dump)
The OU3 Record of Decision called for land use controls and monitoring of landfill monitoring wells, surface seeps, and nearby domestic wells.
The five-year review site inspection was conducted in June 2009. Based on the most recent sampling data, no substantial changes in water quality have been observed. Ground water quality near OU3 appears to be stable and relatively unchanged.
The five-year review found that the remedy implemented at OU3 is protective of human and the environment.
OU4 (Maiden Lane Area)
The OU4 ROD was issued in March 2009, and has not been implemented. No one is consuming contaminated ground water and OU4 is within an area already protected by a land use control which restricts future well installations.
OU5 (Old Hat Factory)
The OU5 Record of Decision documented that while the ground water below OU5 was contaminated, the risk could be addressed with land use controls and monitoring.
The site inspection was conducted in June 2009. Based on the most recent sampling data, this five-year review concluded that the remedy implemented at OU5 is protective of human health and the environment
OU6 (Wildcat Creek Area)
The OU6 Remedial Investigation/ Feasibility Study is ongoing and a remedy has yet to be selected. OU6 is within an area already protected by a land use control which restricts future well installations.
