EPA Removal Action to Begin, Ozark Circuits Site, Springfield, Greene County, Missouri
INTRODUCTION
EPA Region 7 will soon begin a time-critical removal action at the Ozark Circuits Site, 933 West Chase Street in Springfield, Greene County, Missouri. All hazardous substances at the site will be sampled, containerized, and sent off-site for disposal. During the cleanup, EPA staff and contractors will be wearing personal protective clothing, including face masks and air tanks.
BACKGROUND
The site is the location of a former circuit board manufacturer who used dielectrics, electroplating baths, electrolysis baths, strippers, developers, and an on-site wastewater treatment system in its operations. Industrial/commercial properties are located immediately to the east and south of the site. The site is bordered to the north and west by residences which are in very close proximity to the facility (less than 100 feet).
In March 2011, Ozark Circuits filed a Chapter 7 bankruptcy petition in federal court. Ozark Circuits subsequently abandoned the site.
The Missouri Department of Natural Resources (MDNR) previously completed a limited Preliminary Assessment but was unable, due to site access issues, to complete site sampling and other site investigations. On July 9, 2013, MDNR referred the site to EPA and recommended that a time-critical removal action be performed.
EPA inspected the site on July 18 and August 8, 2013. During these inspections, EPA observed more than 150 55-gallon drums and more than 300 smaller totes and containers containing corrosives, oxidizers, combustibles and other hazardous chemicals scattered throughout the facility. There is also an on-site wastewater treatment system which includes three 1,000-gallon process tanks and one larger process tank. These tanks are partially filled with liquids, sludges, and evaporate crystals. A wastewater treatment sump located beneath the floor contains approximately 2,000 gallons of liquids and approximately 1,000 gallons (135 cubic feet) of sludge. A series of tanks containing a variety of electroplating and electroless plating solutions (primarily acids, oxidizers, and some solvents) are also located on-site. Sampling conducted by EPA during its inspections indicated the presence of strong acids, oxidizing acids, and precipitating metals, including copper and lead, in these solutions.
PROPOSED TIME-CRITICAL REMOVAL ACTION
EPA will begin an on-site assessment at the facility this month. All hazardous substances will be identified and placed in containers for off-site disposal. EPA projects that this removal action will be completed in October 2013.
