Public Meeting to Announce Proposed Plan and Public Comment Period for the Chemplex OU1 Superfund Site, Camanche, Clinton County, Iowa

INTRODUCTION

The U.S. Environmental Protection Agency is releasing a Proposed Plan for a revised remedy for the Chemplex Site in Clinton, Iowa.

The proposed plan recommends amending the present ground water remedy to a remedy that would control exposures to contaminated ground and surface water.

EPA will hold a 30-day public comment period and encourages the public to review the Proposed Plan and make comments. A final decision on the Proposed Plan will not be made until EPA reviews public comments.

PUBLIC COMMENT PERIOD

The public comment period for the Proposed Plan is:

February 17 – March 19, 2012

The public may submit their comments to EPA prior to the close of the comment period by submitting them to Ben Washburn, Community Involvement Coordinator, via telephone, mail, or email at the addresses listed below. 

PUBLIC MEETING

EPA will also host a Public Meeting to allow the public to submit comments on the Proposed Plan, as well as answer questions residents may have about EPA cleanup actions.

BACKGROUND

The Chemplex facility in Clinton County, Iowa, was constructed in 1967 and has been in operation since then. Equistar Chemicals, LP, is the current operator. The facility manufactures high- and low-density polyethylene plastics from chemical stock.

Due to past waste disposal practices, ground water and soil at the Chemplex Site were contaminated with volatile organic compounds (VOCs) and polynuclear aromatic hydrocarbons (PAHs). EPA divided cleanup activities at the Site into two phases, called operable units.

Operable Unit 1 (OU1) addressed ground water on a Site-wide basis and OU2 addressed contaminated soils and wastes which were sources of ground water contamination.
