Public Availability Meeting on EPA Removal Action, Lexington Former Manufacturing Gas Plant (FMGP) #2 Superfund Site, Lexington, Lafayette County, Missouri

INTRODUCTION

The U.S. Environmental Protection Agency, Region 7 will host a Public Availability Meeting from 6:00 – 7:30 p.m., on Monday, July 9, 2012, at the Lexington City Hall, 919 Franklin Avenue, Lexington, Missouri. The meeting is being held to provide information to the community on EPA’s upcoming removal activities at the Lexington FMGP #2 Superfund Site.

The FMGP #2 Site is located at the intersection of 10th Street and Highland Avenue, a vacant site formerly used for the manufacturing of coal gas for domestic and industrial use.

Contaminants detected during the Removal Site Evaluation were several polynuclear aromatic hydrocarbon (PAH) compounds, along with arsenic, lead and benzene. Surface soil samples showed elevated levels of PAH compounds. Gas plant-related contaminants were also found in subsurface soils at elevated levels.

REMOVAL ACTION

EPA plans to begin oversight of the responsible party’s contractors conducting the removal activities in mid-July 2012. The recommended alternative for addressing contamination at the site is the excavation and proper off-site disposal of hazardous substances in surface and subsurface soils. Soils removed will be backfilled with clean fill material, which will be properly compacted and graded to facilitate surface runoff. Institutional controls will also be put in place to restrict certain uses of the property.

Initial removal work will begin during the week of July 16, 2012, with mobilization of heavy equipment to the site. The responsible party’s contractors will then begin excavation or removal of contaminated soil for proper off-site disposal to an authorized state landfill. Workers may be seen wearing protective gear during the entire removal process. The planned time frame for the removal is mid-summer to late fall. Work will be conducted each day during normal business hours.

EPA PAST ACTIVITIES

EPA held a public meeting in 2009 to present recommended alternatives for addressing contamination at the site. The alternatives are included in the Engineering Evaluation/Cost Analysis (EE/CA) report which provides details on methods for cleanup of the site. The public was provided a 30-day comment period on the recommended alternatives.
