Public Comment Period and Opportunity for Public Hearing Announced for Clean Harbors PPM, LLC Site in Coffeyville, Kansas - Toxic Substances Control Act (TSCA) Approval #KSD981506025
Renewal and Consolidation Request for Commercial Storage of PCB Waste, PCB Chemical Detoxification, and Transformer Decommissioning
INTRODUCTION
The U.S. Environmental Protection Agency (EPA) Region 7 is requesting public comments and is offering an opportunity for a public hearing on Clean Harbors PPM, LLC, TSCA Approval #KSD981506025. The renewal request is for Clean Harbors’ commercial storage of PCB (polychlorinated biphenyl) waste approval and disposal approvals of PCB waste by a chemical detoxification process and transformer decommissioning process.
As part of the application, Clean Harbors PPM, LLC has requested the consolidation of its TSCA PCB approvals for the three processes now being approved separately under the Clean Harbors PPM, LLC, Approval #KSD981506025. This approval renewal request must be sent for public comments and must offer an opportunity for a public hearing, as specified by EPA guidance. Following the comment period and upon review of all comments, EPA, in consultation with the Kansas Department of Health and Environment (KDHE), will consider approving this renewal and consolidation request.
BACKGROUND
The Clean Harbors PPM, LLC site is located at Highway 169 North, Coffeyville, Kansas. The site has operated these three TSCA PCB-approved processes since the company transferred ownership from Safety-Kleen (Aragonite) Inc. in 2002.
PUBLIC COMMENT PERIOD AND REQUEST FOR PUBLIC HEARING
EPA is accepting written comments and written requests for a public hearing for 30 days beginning May 23, 2012. Comments and/or requests for a public hearing must be received by June 22, 2012. EPA, in consultation with KDHE, will review all comments following the public comment period and determine whether any modification to the renewal request should be made.
