Public Availability Meeting to Discuss Community Advisory Group and Site Status, Chicago Heights Boulevard Site, St. Louis County, Missouri

INTRODUCTION

The U.S. Environmental Protection Agency (EPA) Region 7 will hold a Public Availability Meeting on Thursday, December 6, 2012, 7:00 – 8:30 p.m. at the First Baptist Church of Elmwood Park, 1452 Dielman Road, St. Louis, Missouri.

PURPOSE OF THE MEETING

EPA is holding a meeting to allow residents and interested stakeholders an opportunity to hear about the EPA Community Advisory Group (CAG) concept and to provide an avenue for participants to form a CAG. EPA will also give an update on recent site investigations and next steps regarding the settlement agreement between EPA and PerkinElmer, Inc., the current owner of the site at 9970 Page Boulevard, which EPA believes is the source of the site’s contamination.

COMMUNITY ADVISORY GROUPS

EPA is committed to involving the public in the cleanup process. CAGs help communities get recognition, guidance and other support to assist EPA in making site-related decisions. CAG members play an important role in bringing the voices of the community to EPA’s attention. CAGs serve as a liaison between the community and EPA.

BACKGROUND INFORMATION

EPA held a Public Availability Meeting on Thursday, October 25, 2012, at the First Baptist Church of Elmwood Park. EPA presented information on its proposed settlement agreement with PerkinElmer, Inc. EPA received comments on the agreement from meeting participants, as part of a public comment period that closed on November 19, 2012. EPA described the work that had been conducted in the area in response to the contamination, and described the requirements of the legal agreement and the work expected to be conducted in the future.

A Responsiveness Summary has been developed which includes comments received during the public comment period. The Final Administrative Order on Consent and the Responsiveness Summary are available for public review on the EPA Region 7 website and at three St. Louis County Library repositories.

RECENT SAMPLING

During the week of November 26, 2012, sampling was conducted in and around the homes currently known to be impacted by vapor intrusion in the Elmwood Park community. These activities included the installation of additional groundwater monitoring wells, and the collection of groundwater and soil vapor gas samples. Five homes currently have mitigation systems installed to reduce harmful vapors. These five homes were recently re-sampled to ensure the vapor mitigation systems are working properly.
