Public Comment for Proposed Final Remedy, Schaeff, Incorporated Facility, Lawton, Woodbury County, Iowa

INTRODUCTION

EPA Region 7 invites the public to review and comment on the proposed final remedy for the Schaeff, Incorporated facility located at 1709 Hwy. 20 in Lawton, Iowa (EPA RCRA ID # IA0000224543).

The public is encouraged to review the EPA’s investigation reports regarding the Schaeff facility. This information is contained in the Administrative Record.

The 30-day public comment period will run from August 30, 2014 through September 29, 2014

BACKGROUND

The Schaeff, Incorporated facility was used to manufacture farm and industrial equipment from the late 1950s to 2003. The primary raw materials used at the former facility included iron, steel, paint, and various petroleum-based solvents. Currently, portions of the property are leased to multiple businesses, none of which conduct manufacturing processes.

The purpose of the Statement of Basis is to require the implementation of a selected final remedy to address hazardous waste constituents detected in soil and groundwater at the facility property.

THE CONTAMINATION

The Schaeff, Incorporated facility conducted manufacturing processes that consisted of metal fabrication and paint application which involved the use of petroleum-based solvents. Results of multiple environmental investigations detected several contaminants of concern in the soil and groundwater, and include the following:

PROPOSED FINAL REMEDY

The final remedy proposed for the Schaeff, Incorporated facility consists of the implementation of land use controls preventing residential use and potable water wells on the site property.

Guidelines for Commenting:

A formal public hearing has not been scheduled, but will be held if there is sufficient public interest. Requests for a public hearing must be made in writing to the EPA contact at the address listed on Page 1 and must state the nature of issues to be raised at the hearing. EPA will evaluate any request and hold a formal hearing if it finds that a hearing will contribute to the decision-making process by clarifying significant issues affecting the cleanup remedy. Comments or requests should be submitted by September 29, 2014.

EPA will make the remedy final only after the public comment period ends and all comments are reviewed. EPA may modify the proposed remedy or choose another one based on any new information and comments from the public.
