Remedial Design Completed for Operable Unit 2, Parkview Well Superfund Site, Grand Island, Nebraska
INTRODUCTION
The U.S. Environmental Protection Agency (EPA) Region 7 has completed a remedial design for Parkview Well Operable Unit 2 (OU2). The remedial design further refines the work outlined in the Record of Decision for OU2 that is needed to implement the Remedial Action.
The Remedial Action is necessary to address groundwater contamination in the aquifer migrating from the property at 3304 Engleman Road South in Grand Island, Nebraska. The plume contains solvents that exceed the Safe Drinking Water Act Maximum Contaminant Levels (MCL). The plume extends east more than 3.5 miles.
The Remedial Action will help to restore contaminated groundwater at OU2 to its beneficial uses. This remedial process at OU2 will address groundwater at the source area and western portion of the groundwater plume between Engleman Road and Highway 281. These are areas not being addressed at Operable Unit 1 (OU1).
BACKGROUND
The Parkview Well Site consists of an aquifer, contaminated with industrial chemicals. Two
groundwater contaminant plumes have been identified in the southwestern portion of Grand Island; the Northern Plume, with a source area on the CNH America facility, and the Southern Plume with a source area at 3304 Engleman Road South. CNH America, with oversight by the Nebraska Department of Environmental Quality is addressing onsite soil and groundwater contamination of the Northern Plume. Groundwater migrating east from the property boundary of the CNH America facility does not exceed cleanup levels.
CONTAMINATION
Contamination at the Site was discovered in 1999 during routine public water supply sampling by the Nebraska Department of Health. Contamination was present in Parkview Well #3, one of Grand Island's water supply wells. This well has since been taken out of service and abandoned. The groundwater contamination extends approximately 3.5 miles from the Southern Plume source area at 3304 Engleman Road South into and beyond the Parkview subdivision.
The Site has been separated into two Operable Units (OUs). OU1 is the interim remedial action that addresses groundwater contamination within and near the Parkview subdivision, and protects private and municipal wells impacted or threatened by the groundwater contamination. OU2 is the site-wide final remedial action that includes the southern plume source area and remaining groundwater contamination not addressed by OU1.
The highest soil contamination at 3304 Engleman Road South was excavated during a removal action for OU2. The remaining saturated soils and groundwater near and downgradient of the 3304 Engleman Road South property will be addressed by this remedial design and pending remedial action for OU2 scheduled for summer 2010.
PROPOSED PLAN AND RECORD OF DECISION
In July 2007, EPA presented a Proposed Plan for OU2 and provided a public comment period for the plan. EPA prepared a Responsiveness Summary to respond to public comments.
In September 2007, EPA prepared a Record of Decision for OU2. A brief summary of information contained in the Record of Decision is presented below.
REMEDIAL ACTION BASED ON THE RECORD OF DECISION
Cleanup and/or construction activities outlined in the Remedial Design and the Record of Decision include the following actions:
- Contaminated groundwater will be treated by injecting chemical oxidants at multiple locations to treat residual source materials and groundwater.
- Monitoring of groundwater and building vapors will be conducted to evaluate the performance of the remedy.
- Installing additional groundwater monitoring wells and/or sampling of public and private wells, if needed, to monitor the extent of contamination, evaluate treatment processes and/or ensure protection of the public health will continue throughout this remedial action.
- Institutional controls in accordance with Nebraska state law and enforceable by EPA, will restrict use of the source area and limit exposure to contamination in groundwater.
