Remedial Action for Parkview Well OU2, Parkview Well Superfund Site, Grand Island, Hall County, Nebraska
Introduction
The U.S. Environmental Protection Agency (EPA) will begin the Remedial Action for Parkview Well Operable Unit 2 (OU2) in May 2010. The Remedial Action
addresses ground water contaminated by hazardous substances migrating from the property at 3304 Engleman Road South in Grand Island, Nebraska. The contaminant plume contains dilute chlorinated solvents exceeding Safe Drinking Water Act Maximum Contaminant Levels (MCLs) or Preliminary Remediation Goals (PRGs).
The Remedial Action as outlined in the Record of Decision (ROD), will help restore contaminated ground water at OU2 to its beneficial uses by injecting chemical oxidants at select locations, through a process called insitu chemical oxidation. These injections are designed to expedite the breakdown of contaminants within the ground water.
Background
The Parkview Well site consists of an aquifer contaminated with industrial chemicals, primarily chlorinated volatile organics. Contamination at the site was originally discovered in 1999 during routine public water supply sampling by the Nebraska Department of Health. Two ground water contaminant plumes have been identified in southwestern Grand Island.

Northern Plume
The Northern Plume has a former source area on the CNH America facility. CNH America, with oversight by the Nebraska Department of Environmental Quality, is addressing onsite soil and ground water contamination. Ground water migrating east from the property boundary of the CNH America facility does not exceed cleanup levels.
Southern Plume, OU1 and OU2
The ground water contamination extends approximately 3.5 miles from the Southern Plume source area (3304 Engleman Road South) into and beyond the Parkview subdivision.
The Southern Plume has been separated into two Operable Units (OUs) or areas targeted for distinct cleanup remedies. OU1 is the Interim Remedial Action that addresses ground water contamination within and near the Parkview Subdivision, and is designed to protect private and municipal wells near the plume's end. OU2 is the site-wide final Remedial Action that includes the Southern Plume source area and remaining ground water contamination not addressed by OU1.
Soil with the highest contamination at the 3304 Engleman Road South source area, was excavated during a removal action in 2006. The remaining saturated soils and ground water near and downgradient of the 3304 Engleman Road South property will be addressed by this Remedial Action, scheduled to start in May 2010.
OU2 addresses ground water at the former source area and western portion of the ground water plume between Engleman Road and Hwy 281. Existing private use water wells downgradient of the selected injection locations are outside the contaminant treatment areas and not expected to be impacted by these oxidants, which have a limited duration in ground water. EPA will routinely monitor these wells to ensure protection of the public health.
Remedial Action Based on the Record of Decision (OU2)
Cleanup/construction activities outlined in the Remedial Action and the Record of Decision include the following actions:
- Contaminated ground water will be treated by injecting chemical oxidants at multiple locations.
- Monitoring of ground water and building vapors will be conducted to evaluate the performance of the remedy, the extent of contamination, and to ensure protection of the public health.
- Vapor and ground water samples will be collected throughout this remedial action and additional monitoring locations will be installed if needed.
- Institutional controls in accordance with Nebraska state law and enforceable by EPA, will limit exposure to contamination in the source area ground water. EPA is also working with the City of Grand Island to develop a site-wide ground water use prohibition in accordance with ROD for OU1.
