Opportunity to Comment on Proposed Remedy, Clinton County Highway Department Maintenance Facility, DeWitt, Clinton County, Iowa
INTRODUCTION
The U.S. Environmental Protection Agency (EPA) Region 7 announces a public comment period for the proposed remedy at the Clinton County Highway Department Maintenance facility located at 104 3rd Avenue in DeWitt, Iowa. The remedy proposed for the site is “No Further Corrective Action (Cleanup)”. The Administrative Record file can be found at the Frances Banta Waggoner Community Library in DeWitt, Iowa.
The public comment period will run from, August 1 through August 31, 2011 to enable the public to participate in the remedy selection process.
A public hearing is not scheduled at this time. If the public requests a public hearing, in writing, with a statement of issues to be raised at the hearing, EPA will evaluate any request and hold a formal hearing if it finds that a hearing will contribute to the decision-making process by clarifying significant issues affecting the proposed remedy.

Comments received will be summarized in a Response to Comments, and responses will be provided to those individuals providing the comments. The Response to Comments will be drafted at the conclusion of the public comment period and incorporated into the Administrative Record. EPA may modify the proposed final remedies or select other alternatives based on new information and comments from the public.
BACKGROUND
The Clinton County Highway Department Maintenance facility is located at 104 3rd Avenue, DeWitt, Iowa, and is on approximately 5 fenced acres on the south side of the City of Dewitt. The facility has been used at least since the 1970s for the storage and maintenance of heavy equipment used by the Clinton County Highway Department for highway construction and repair. The Clinton County maintenance facility is bounded to the north and east by a combination of light industrial facilities and cropland, to the south by railroad tracks, and to the west by 3rd Avenue. The facility is approximately 3.5 miles north of the Wapsipinicon River.
In June 1991, EPA conducted a compliance evaluation inspection at the Clinton County Maintenance facility and discovered that spent parts washer solvent was discharged into a drainage ditch at the facility. In March 1994, EPA executed a Consent Agreement and Consent Order that required the Clinton County Maintenance facility to submit a closure plan for the hazardous waste disposal unit (drainage ditch).
In June 1994, the facility submitted a Closure Plan for the RCRA hazardous waste disposal unit. Five phases of investigation have been completed since the submittal of the closure plan. A risk assessment and groundwater monitoring update was submitted to EPA. EPA certified closure of the hazardous waste disposal unit (drainage ditch) on June 30, 2008.
Long-term groundwater monitoring was conducted at the facility through October 2007. Volatile organic compounds (VOCs), tetrachloroethylene (PCE), trichloroethylene (TCE), and Methylene Chloride have been detected in groundwater at concentrations exceeding their respective maximum contaminant levels (MCLs); however, concentrations have since decreased to concentrations below MCLs. In addition to not having VOC concentrations above MCLs, site-specific risk assessments have determined that concentrations in groundwater are below health-based risk levels. Constituents were not detected in surface or subsurface soils at concentrations exceeding risk screening levels.
CONCLUSION
Because VOCs are below EPA screening levels and levels established for safe drinking water, EPA has determined that no further remedial work is necessary at the Clinton County Highway Maintenance Facility, thus the proposed final remedy is, “No Further Action.”
