Progress Report for Operable Unit 1, Oak Grove Village Well Site, Oak Grove Village, Missouri
INTRODUCTION
EPA Region 7 and the Missouri Department of Natural Resources (MDNR) are working together to implement interim remedial actions at Operable Unit 1 (OU1) of the Oak Grove Village Well Superfund Site in Oak Grove Village, Missouri.
PRIVATE WATER WELLS
While completing the environmental investigations for OU1, EPA and MDNR collected and analyzed water samples from private wells located within the site boundaries when access was granted by property owners. If a current property owner within the site boundaries wants to clarify if their well was sampled, they should contact EPA. EPA will confirm if the well has been sampled. If the well has been sampled, EPA will provide the property owner with a copy of the sample results. If the well has not been sampled, EPA will determine if the well is located in an area which merits sampling based on site data.
Although EPA's recent sampling of private water wells within OU1 has not identified any TCE contamination above drinking water standards, EPA wants the public to be aware that TCE contamination is still present in OU1 ground water. Therefore, current property owners and prospective purchasers should be forewarned that TCE contamination might be encountered if a new well is drilled within the OU1 boundaries.
SITE BACKGROUND
Trichloroethylene (TCE), an industrial degreasing solvent, was first detected in Oak Grove Village's only public drinking water well (OGV01) in 1986. The well was closed in 1991 after sampling showed that TCE levels in the well rose above drinking water standards. At this time, Oak Grove Village began buying water from Sullivan.
EPA placed the site on the National Priorities List in 2002. A National Priorities listing notifies the public that EPA believes the site requires further study and remedial cleanup under EPA's Superfund program. The site was subsequently divided into two main areas or Operable Units (OU1 and OU2). The boundaries of OU1 are outlined on the map shown at the bottom.
Oak Grove Village installed a new municipal well (OGV02) in December 2002. After TCE was detected in the new municipal well, air stripper equipment was added to the well to remove TCE from the water. With the addition of the air stripper, Oak Grove Village began distributing treated water to residents and ceased purchase of Sullivan water in April 2005.
In September 2007, MDNR signed a Record of Decision (ROD) for an interim remedial action for OU1 to prevent exposure to TCE-contaminated ground water from private, municipal and commercial/industrial wells.
CURRENT SITE ACTIVITIES
EPA is working with MDNR to implement the OU1 remedy. A ground water program to monitor TCE contamination in private wells has been implemented. The program began in November 2008, and sampling of private wells will continue semi-annually for several years.
The former Oak Grove Village public water supply well (OGV01) and a monitoring well were plugged and abandoned in February 2009 to prevent contaminant migration.
EPA collects samples quarterly from the current Oak Grove Village water supply well (OGV02) in order to confirm that the air stripper is removing contaminants from the water. Sampling conducted in November 2008, February 2009 and May 2009 showed no TCE detections in the treated water.
Public drinking water in Oak Grove Village and Sullivan is also sampled and analyzed by Missouri's water protection program to ensure that it continues to comply with all applicable drinking water standards.
