No Further Action Needed at Former UST Facility, Former Skelly Underground Storage Tanks Project, Winnebago, Nebraska
INTRODUCTION
The U.S. Environmental Protection Agency Region 7 and the Nebraska Department of Environmental Quality (NDEQ) have determined that no further action is needed at the former Skelly facility.
Starting February 6, 2012, the public may view the decision documents at the Winnebago Tribe of Nebraska, Environmental Protection Division (EPD). See next column for details.
BACKGROUND
During the fall of 2005, EPA received complaints from the Winnebago Tribe of gasoline/diesel odors inside the Winnebago Tribal Courthouse in the town of Winnebago. EPA Region 7 personnel assessed the situation. As a result of the assessment it was discovered that the source of the gasoline vapors came from an abandoned gas station known as the former Skelly Gas Station located northeast of the tribal courthouse.
The former Skelly Gas Station was abandoned in the 1960s. An initial Tier 1 investigation of the site was conducted in 2008. The investigation indicated some soil and groundwater contamination was present at the site. The groundwater contamination was present at concentrations below NDEQ Risk Based Screening Levels (RBSLs) for human health and the environment. However, benzene, n-hexane and xylene levels in the subsurface soil at the site possibly posed an unacceptable risk to human health for vapor exposure through inhalation.

As a result of the Tier 1 investigation, in June 2010, EPA R7 used America Recovery and Reinvestment Act funds to conduct excavation and removal activities for underground storage tanks (USTs), in addition to site characterization in support of a Tier 2 investigation at the former Skelly Gas Station, located at the Northeast corner of Bluff Avenue and Beck Street in Winnebago, Nebraska. EPA’s contractor removed three USTs, associated piping, and the concrete pad.
Additionally, approximately 400 cubic yards of contaminated soil were excavated and disposed of at the L.P. Gill Landfill in Jackson, Nebraska. Soil sampling conducted after the excavation indicated that petroleum contamination was present at levels below NDEQs Tier 2 Site-Specific Target Levels (SSTLs).
The site characterization activities included the advancement of four soil borings outside the excavation area. Two of the soil borings were turned into temporary groundwater monitoring wells. The purpose of the soil borings was to identify the vertical and lateral extent of soil contamination outside the excavation area. Soil sampling from the borings indicated that petroleum hydrocarbon contamination was not present above NDEQ RBSLs.
Groundwater samples were collected from the two temporary monitoring wells and three existing groundwater monitoring wells. Groundwater sampling results indicated that concentrations of petroleum hydrocarbons were present, but at levels that did not exceed NDEQ RBSLs. The results of the Tier 1 and subsequent Tier 2 investigation indicate that the former Skelly site does not present unacceptable risks to human health and the environment.
Based on the excavation and removal activities, as well as the Tier 1 and Tier 2 assessment results, EPA and NDEQ determined that the site no longer represents an unacceptable risk to human health and the environment, therefore no further action is recommended for the former Skelly Gas Station site.
