Third Five-Year Review to Begin, Midwest Manufacturing/North Farm Superfund Site, Kellogg, Jasper County, Iowa
INTRODUCTION
The U.S. Environmental Protection Agency (EPA) conducts regular five-year reviews on Superfund sites where any pollutants, contaminants, or hazardous substances remain following the implementation of a remedy. These reviews are required by the Superfund law [42 U.S.C. Section 9621(c)] to make sure the cleanup actions continue to protect human health and the environment. EPA Region 7 has initiated the third five-year review of the Midwest Manufacturing/North Farm Superfund Site, Jasper County, Iowa.
Site Background
The Midwest Manufacturing/North Farm Superfund site consists of two areas: North Farm, which is an unlined disposal cell located 2 miles from the plant; and Midwest Manufacturing, which is the plant facility located in the city of Kellogg, Iowa.
Prior to a wastewater treatment plant being brought on line in 1977, waste from electroplating processes at the plant was discharged directly into the North Skunk River. From 1977 to 1978, waste was disposed of in an unlined cell at the North Farm area. From 1978 to 1981, waste was disposed of in trenches at the Midwest Manufacturing area. Contaminants found at elevated levels in site groundwater and soil have included the heavy metals cadmium and nickel, and volatile organic compounds such as vinyl chloride, trichloroethylene, and tetrachloroethylene.
In 1993, EPA amended a previous remedy to include groundwater monitoring and institutional controls as the selected remedy. In 1998, monitoring at the North Farm area was terminated based on the analytical results, and monitoring wells were abandoned, although institutional controls remain in place. At the Midwest Manufacturing area groundwater monitoring and institutional controls continue.
Five-Year Reviews
The first five-year review of the Midwest Manufacturing / North Farm Superfund site was completed in November 2000, and the second five-year review was completed in November 2005. Issues identified during the second five-year review have been addressed, or are being routinely addressed, including groundwater monitoring, site security, and analytical quality control/quality assurance. The second five-year review, completed in 2005, found the remedy continued to be protective of human health and the environment, and was functioning as designed.This Five-Year Review
The five-year review process includes:
- the review and analysis of existing monitoring data,
- the review of site information, and
- the inspection of the site to visually confirm and document the condition of the remedy.
EPA will conduct an inspection of the site as part of the five-year review. Current site information will be reviewed by EPA and the Iowa Department of Natural Resources to make sure the remedy continues to be protective.

A final report will be prepared at the end of the review and will be available at the site information repositories and on the EPA Region 7 Website. The goal is to complete the review and report by November 2010.
