Engineering Evaluation/Cost Analysis Released for Comment, Lexington Former Manufactured Gas Plant (FMGP) #2 Superfund Site, Lexington, Missouri
INTRODUCTION
EPA Region 7 will host a public availability meeting from 6 p.m. to 8 p.m. on Thursday, July 16, 2009, at Lexington City Hall, 919 Franklin Avenue, Lexington, Missouri, to present the Engineering Evaluation/Cost Analysis (EE/CA) report for the Lexington FMGP #2 Site. The EE/CA describes the recommended removal action to address soil contamination at the site. EPA representatives will be available to provide details about the recommended removal action and to answer questions from the public.
SITE BACKGROUND
The site is located at the intersection of 10th Street and Highland Avenue in Lexington. The vacant site was formerly used for the manufacturing of coal gas for domestic and industrial use. The gas manufacturing plant operated between 1887 and 1924.
EE/CA ALTERNATIVES
The EE/CA was conducted to identify and evaluate potential removal actions for addressing soil contamination at the site. During the EE/CA study, the following removal action alternatives were evaluated for the site:
- Alternative 1: No Action
- Alternative 2: Limited Action
- Alternative 3: Surface Cap, Shallow Excavation and Off-Site Disposal
- Alternative 4: Shallow and Deep Excavation and Off-Site Disposal
Each of these alternatives was evaluated using the criteria of effectiveness, implementability, and cost. Based on this comparative analysis, EPA recommends Alternative 4 for addressing contamination at the site.

RECOMMENDED CLEANUP ACTION
Based on anticipated future land use, Alternative 4 is the recommended removal alternative to reduce surface exposures and migration potential. Future land use controls will include the development and implementation of a maintenance plan for the site to provide for the long-term effectiveness of this alternative. The recommended alternative is technically and administratively feasible for the site.

SUBMISSION OF EE/CA COMMENTS
EPA encourages the public to review and comment on the EE/CA. The comment period runs from July 1, 2009 to July 30, 2009. Please submit your comments by mail or electronically to Carlin Hafiz at the address shown below no later than July 30, 2009.
