Public Comment for Proposed RCRA Part II Permit Renewal, U.S. Army Combined Arms Center and Fort Leavenworth, Fort Leavenworth, Leavenworth County, Kansas

INTRODUCTION

EPA Region 7 invites the public to comment on the proposed Resource Conservation and Recovery Act (RCRA) Part II permit renewal for the U.S. Army Combined Arms Center and Fort Leavenworth.  The public comment period will run from August 11, through September 24, 2010. 

EPA will hold a public availability meeting at the Leavenworth Public Library on August 19, 2010, so community members can learn about the proposal.  EPA will be available to meet one-on-one to answer questions.  All members of the public are welcome to attend anytime from 4 to 7 p.m., to ask questions about the proposed permit renewal.

Representatives from EPA will be available to provide information and answer questions regarding the proposed Part II permit renewal at a public availability meeting on August 19, 2010, from 4 to 7 p.m. at the Leavenworth Public Library, Jahn Room, 417 Spruce St., Leavenworth, Kansas.  The public is welcome to attend and ask questions about the proposed cleanup plans.

BACKGROUND

Fort Leavenworth is an active U.S. Army installation where officers are trained for staff work.  Also, Fort Leavenworth provides long-term confinement for military prisoners in the United States Disciplinary Barracks.  Other significant activities include coordination of combined arms collective training and the National Simulation Center.  The Fort has been active since 1827. 

The purpose of this draft RCRA Part II permit is to guide Fort Leavenworth in the process of investigating and cleaning up areas where contaminants have been or may have been released. 

THE CONTAMINATION

A total of 74 areas or solid waste management units (SWMU) have been identified at the Fort Leavenworth facility.  SWMUs were contaminated from historical activities that included firing ranges, burn pits, land-filling of wastes, and fuel and chemical storage/spillage.

A formal public hearing has not been scheduled, but will be held if there is sufficient public interest.  Requests for a public hearing must be made in writing to the EPA contact at the address listed on page 1 and must state the nature of issues to be raised at the hearing.  EPA will evaluate any request and hold a formal hearing if it finds that a hearing will contribute to the decision-making process by clarifying significant issues affecting the cleanup remedy. 

EPA will make the proposed permit final only after the public comment period ends and all comments are reviewed.  EPA may modify the proposed permit or choose another one based on any new information and comments from the public.
