EPA Hosts Public Meeting to Announce Engineering Evaluation/Cost Analysis for the Viburnum Trend Haul Roads Site, Viburnum, Reynolds County, Missouri

INTRODUCTION

The U.S. Environmental Protection Agency (EPA) Region 7 invites the public to a meeting on Tuesday, March 27, 2012, 6:30 p.m. – 8:00 p.m. at the Fire Department Training Building, #80 Highway 49 South, Viburnum, Missouri. The purpose of the meeting is to present information on EPA’s recommended alternatives to clean up the Viburnum Trend Haul Roads Superfund Site (VTHR). The cleanup options are included in an Engineering Evaluation/Cost Analysis (EE/CA) Report.

A 30-day public comment period will begin on March 7, 2012 and run through April 7, 2012. Comments may be submitted by mail, email or telephone by close of business April 7, 2012.

SITE BACKGROUND

The Viburnum Trend Haul Roads Site is located in southeastern Missouri within Reynolds, Iron, and Dent counties, approximately 90 miles southwest of St. Louis. It consists of residential properties and child high-use areas that are adjacent to or in the vicinity of the Haul Road segments. The Site includes 22 segments of Missouri State Routes 21, 32, 49, and 72; AC, B, J, KK, N., O, Y, and TT.

EPA RECOMMENDED ALTERNATIVES FOR CLEANUP

EPA’s recommended alternatives for addressing contamination at the Viburnum Site are as follows:

Alternative 1 – No Action. No additional protective measures would be taken for the no action option.

Alternative 2 – Soil Removal. This alternative considers the removal of surface soils in yards with total lead concentrations greater than 400 parts per million (ppm) and backfilling with clean material.

TIME CRITICAL REMOVAL

EPA and the Missouri Department of Natural Resources conducted sampling investigations at residential properties along lead-concentrated trucking routes from 2001 to 2003. Some properties with lead concentrations above 1,200 parts per million (ppm) were identified during these investigations. Contamination at this level is prioritized by EPA as time critical for cleanup.

In 2005, EPA reached agreement with five mining companies to continue sampling; dig up and replace soil at properties where lead concentrations exceeded 1,200 ppm; provide vacuums with special filters to each home where soil-lead concentrations exceeded 1,200 ppm; and clean home interiors at residences where soil had been removed.

In 2007, EPA reached another agreement with the five mining companies to address residential properties where lead concentrations between 400 ppm and 1,199 ppm had been identified through ongoing sampling activities. The EE/CA Report recommends the best alternative for addressing lead contamination at these properties.

EPA has reviewed and approved the EE/CA for the Site and is sharing the EE/CA with the community for review and comment.

EPA has established an Administrative Record for the VTHR Site and encourages the community to review the Record. Information on EPA’s alternatives for cleaning up the VTHR Site is included in the EE/CA, which is in the Administrative Record.
